R.A.C.E.R. - Providing Access to Court Documents
R.A.C.E.R. (Registered Access to Electronic Court Documents) will soon be Texas' answer to the federal P.A.C.E.R. system.
R.A.C.E.R. is presently being developed in a joint effort between eFileTexas, the JCIT, and OCA.
RACER will enable attorneys of record to a case and the judge(s) to the case to access all eFiled documents associated with a case. Only eFiled documents would be available so documents filed over-the-counter (as by pro se litigants, for instance) would not be available.
It is important to note that, unlike the federal PACER system, the court documents would not be available to the public or by other counsel interested in the case but not actively associated with a case.
There is no timetable for the release of RACER. The rules are being developed at the present time. We expect that it will debut by the end of 2016, however.
