How to get bank to remove (pre-authorization) fees for a rejected filing
Question: My filing was rejected, and funds are being held. I called my bank and they are telling her to contact the 3rd party. Who do I contact for this?
Answer: First, an explanation about how submissions are billed in the eFiling system.
Neither we nor eFileManager holds any of your credit card information. That is all saved with PaymenTech, a Chase bank company.
When the filing is submitted eFileManager places a pre-authorization charge (through PaymenTech) against the account to “reserve” that balance. The pending changes typically display as "pending" on your account.
When the filing is accepted by the clerk and no changes are made to the fees for the submission, the pre-authorization charges drop away almost instantly after the final charges are placed against your account.
However, two situations interfere with the instant dropping of the preauthorization charges:
- If the clerk changes the fees for the submission or
- If the filing is returned for correction.
If either of the above two situations occur the card issuer does not immediately release the pre-authorization charges. For some reason it takes several days for the bank to release the pre-authorization changes in these two situations.
During this period of time. Both the preauthorization charges and any final charges are debited against your bank account (if the filing was accepted but the fees changed by the clerk).
There is nothing that we have discovered in over 10 years of supporting eFiling that can be done to get the banks to release those pre-authorization charges any more quickly.
